Respected sir/Mam,I am Phuntsho from Paro Dzongkhag. I have purchased 17 decimal of Wet land from Bondey bearing Thram # 101 (Ani Chuszhing) name of land since 2011. Till date, I couldn't do anything in that land since i don't have new Lagthram issued to owner. The owner said, if new lagthram arrives then everything shall be solved as and when they receive new Lagthram. My worry is that, we have simple agreement signed with legal system but life is uncertain, therefore, if something happen before, then i may lose huge money which was paid already la. So please share some ideas on my issue ASAP please.

Why the legal documents are mandatory to have a thumb impression? If this is the case, did NLCS informed the public regarding these changes la. As per my knowledge none of the Acts, such as Evidence Act, Contract Act and Land Act has says that the legal documents for the land transaction should be compulsorily have thumb impression la. I think the Land Commission should informed the public for such changes before implementing, because in some cases we cannot re draw of legal documents due to many reasons between the parties that cause the dispute too la.

Dear Sir, Sorry for the inconvenience caused la. The NLCS has received lots of signature forgery cases, where the signature was forged and couldn't be validated. This measure would curb out forgery cases and strengthen the good land governance. Regarding the circular and public sensitization, it shall be very soon circulated. However, the thumb impression measure will only be implemented from 1st July 2019 la. Thank you.
